Greetings from the President

Welcome to our web portal!

Diputació de Barcelona (Barcelona Provincial Council) has been, is, and wishes to remain a reference point for municipal issues in Catalonia and Spain. I am convinced that local government is what can best guarantee citizens a good quality of life and social and economic development. That is why the defence of local autonomy and the principle of subsidiarity continually guide the policies and work of my administration.

Second-tier local governments (comprising councillors and mayors) act to strengthen the authority of our town halls. We feel legitimised in representing and defending local interests, and become a representative local voice when necessary.

As an intermediary local administration, our mission is to ensure adequate provision of the services that form part of municipal responsibilities and powers, guaranteeing a high level of quality and equality of access for all our citizens. We ensure that all citizens receive the same quality services, independently of the size or capacity of the municipality in which they reside.

We in local government develop our daily work in a changing and complex context, facing the impact of global phenomena on the local level. Faced with these new challenges, we wish to be the answer to them. I believe that Diputació de Barcelona enjoys an optimum temporal and territorial scale allowing it to act with a strategic vision of the land. I also believe that our accumulated experience allows us to generate and encourage greatly needed new local public policies.

All of this we have done, and will continue to do, in conjunction with the municipalities. Our most characteristic trait is our work as part of a network and our ability to reach compromises. This has permitted us to truly make the best of economies of scale, the generation of synergies, the optimisation of shared resources and the encouragement of a shared vision for the territory.

I hope that this portal will be a tool that will help you to get to know us better and one that will help us to face all our new challenges in a more efficient and personal way.
